A pupil’s line breaks appeared as encoded HTML in an open response. Is that known?

I usually deal with this between lessons, when there is not much time to experiment.

Yes, and it is fixed in 9.6.0. HTML entities and encoded line breaks are decoded when open-answer text is imported.
