no it is not - it is basically either column 1 or 2 but not both

There are three sections in it, separated by a + sign.
The first one counts the number of 1s in C1,C2,C3. If the number of 1s equals 1, then yields a 1
The second section, takes into account C2 and C3' condition
The third section, takes into account C1 and C3' condition





There is probably a more elegant solution to this formula but I did not have my morning coffee yet and this one is hopefully easier to follow.
Let me know if it works for you. Just be careful with the parentheses.
