No. It is an universal purchase and is a free download for all users who purchased the iPad or Mac version. You're welcome.

Will the iPad and Mac apps synchronize data between them?

Yes, but only if you enable the synchronization between devices option

By default, iDoceo is a completely offline app and no data is stored in the cloud or in any other kind of server. Only in your device.
However, as soon as you enable this option, your data will be securely stored in Apple's iCloud servers
This is explained in detail in the app before enabling synchronization on any device
No one but you has access to this data

You must use the same iCloud account between devices for synchronization to work

The iCloud option appears disabled and I can't enable it

Your iCloud is either disabled for the whole iPad/Mac or disabled specifically for iDoceo.
From your iPad/Mac settings > iCloud > Enable iDoceo

On your Mac, iCloud has to be enabled for iDoceo as well.
The setting can be found here

I do not see the 'Sync data across devices' in my iPad!

Please update your version of iDoceo from the App Store. You need iDoceo 7 and are working with an old version. Here is the link to update. App Store link

Yes.
